ERP helps more S'poreans to own cars

OMG, I almost died laughing.
I used my brain to think up, down, left, right...oso dun understand this comment.

ERP is suppose to control traffic during peak hour on the expressway mah. What has it got to do with S'poreans owning cars. Can anyone enlighten me?
